For the Google Search Console verification process of site ownership to be successful inside the process of setting up a Google Developer Account, the user / email address should be the same in both processes.
When setting up the Google Developer Account you are logged in to your browser. Visiting the Google Search Console site you will then be logged in even there. You can there see if the property of your site is set up in Google Search Console connected to your account.
If you don't have access, you can ask the existing owner for you to be added. A user is added as per this short guide.
Go to Settings
Click Add User
Enter the email address and set Permission to Owner
